This refers to your letter dated March 12, 1979 concerning driver checklists that were submitted with several of your Safety Analysis Reports (SAR) for various radwaste packages.

The SAR's were submitted to support the package designs.

We do not consider the users held to each statement in the SAR's.

Other than specific requirements of the regulations, the package users are held to the drawings of the packages and specified approval conditions in the Certificate of Compliance for each package. Thus, unless the checklists in the SAR are specifically required by the certificate, each user may develop his own written procedures in accordance with his own operating procedures and quality assurance program to demonstrate compliance with the regulations.
