WITHHOLDING FROM PUBLIC DISCLOSURE - TOPICAL REPORT NEDE-24154-P,
" QUALIFICATION OF THE l-0IMENSIONAL CORE TRANSIENT MODEL FOR BOILING WATER REACTORS" By your application and affidavit, dated December 15, 1978, you submitted Topical Report NEDE-24154-P, " Qualification of the 1-Dimensional Core Transient Model for Boiling Water Reactors," and requested that it be withheld from public disclosure pursuant to 10 CFR 2.790.
Your reason for requesting our withholding this infomation was that the information contained in NEDE-24154-P was developed by General Electric at substantial costs.
If the information were released to the public, the value of it would be lost to General Electric as they could no longer sell it to licensees and receive a profit. Release of the information would enable competitors to duplicate this information without incurring development and labor costs. Access of NEDE-24154-P within General Electric has been limited on a "need to know" basis and at all times clearly identified as proprietary. Disclosure of this information outside the company has been limited to regulatory bodies, customers and potential customers, suppliers and licensees only in accordance with appropriate regulatory provisions or proprietary agreements. The non-proprietary version of this report, NED0-24154 has been placed in the Commission's Public Document Room for inspection by interested members of the public.
We have reviewed your application and material based on the requirements and criteria of 10 CFR 2.790 and have determined that the above-mention-ed document sought to be withheld contains trade secrets or confidential or proprietary commercial information.
We also have found at this time that the right of the public to be fully apprised as to the bases for and effects of the proposed action does not outweigh the demonstrated concern for protection of your competitive position. Accordingly, we have determined that the information should be withheld from public disclosure.

We therefore approve your request for withholding pursuant to Section 2.790 of 10 CFR Part 2 and are withholding Topical Report NEDE-24154-P from public inspection as proprietary.
Withholding from public inspection shall not affect the right, if any, of persons properly and directly concerned to inspect the documents.
If the need arises, we may send copies of this information to our consultants working in this area. We will, af course, assure that the consultants have signed the appropriate agreements for handling proprietary data.
If the basis for withholding this information from public inspection should change in the future such that the information could then be made available for public inspection, you should promptly notify the NRC.
