MEMORANDUM March 22, 1979 ALAB-531, issued in this proceeding yesterday, is hereby amended to add the word "b1 nket" at the end of the text appearing on page 12 of the slip opinion.
As a result of this amendment, the sentence commencing on page 12 and concluding on page 13 now reads as follows:
" Based upon its evaluation of five specific factors,

10 the Commission concluded there should be no blanket deferral of such licensing actions."
