Dear Mr. Wheeler:

The Coanission has issued the enclosed Amendment No. 2 to Facility License No. R-ll8 for the Rockwell International L-35 Nuclear Examination Reactor. This amendment consists of changes to the Technical Specifications in response to your application dated March 3, 1976.

This amendment revises the administrative controls portion of the Technical Specifications to reflect a slightly revised organi:a-tional structure and make minor editorial changes in the defini-tion of staffing requirements and the definitions of the respon-sibilities of the facility staff and management.

We have evaluated the effect of the proposed amendment on facility operation and conclude that the proposed changes involve only minor administrative details that do not affect the safety of opera tions. We also conclude that it does not involve significant new safety information of a type not considered by a previous Commission safety review of the facility.

We have determined that the amendment does not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact.

Having made this determination, we have further concludqd that the amendment involves an action which is insignificant from the stand-point of environmental impact and, pursuant to 10 CFR 551.5(d)(4),

that an environmental impact statement or negative declaration and environmental impact appraisal need not be preoared in connection with the issuance of this amendment.

We have concluded, based on the considerations discussed above,.

that:

(1) because the ame-dment does not involve a significant in-crease in the probability or consequences of accidents previously 7903300.57:

Mr. L. W. Wheeler considered and does not involve a significant decrease in a safety margin, the amendment does not involve a significant hazards con-sideration, (2) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (3) such activities will be conducted in comnl:ance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.

Please note tnat we have discontinued the use of separate identi-fying numbers for changes to tha Technical Specifications. Seg-uential amendment numbers will ce continued as in the past.
