In the Matter of the Application of the POWER AUTHORITY OF THE STATE OF NEW YORK (Greene County Nuclear Generating facility) s Case 80006 Cementon Civic Association (CCA) Application For Extension of Time to File Testimony and Exhibits CCA hereby moves for an extension of time.for filing its testimony and proposed exhibits in these proceedings. Pursuant to the order resetting dates for further proceedings issued January 5,1979, CCA must submit its testimony and proposed exhibits on or before March 2,1979. CCA requests the Joint Board to extend the time for CCA to file the above until March 14,1979, the pre-hearing conference date.

This request is made because of (1) the economic factor due to financial

, constraints, (2) the brief time available for CCA to review the influx of numerous documents submitted by the Federal and State regulatory and agency staffs, (3) CC A does not have in - house personnel or other equivalent agency and applicant resources to immediately and concisely evaluate areas of submitted testimony which could obviate direct submissions, (4) Key personnel have recently met with tragedy and associated trauma, thereby curtailing substantial preparation procedures to testimony and proposed exhibits, (5) furthermore, the extent of review by CCA to the current sub-mitted testimony by staffs weigh favorably to substantial reduction to the CCA for its need to present direct case testimony, (6) any further reductions abstracted from a careful review of the documents submitted must surely benefit all parties and to be in the public interest.

ThNs request is made pursuant to 16NYCRR 70. 7,10CFR 2. 711 of the Rules of Procedure for the NRC, Article IV (D) and especially the guidelines set in Article XII which should be consistent for all parties with Article I of the Joint Hearing Protocal dated Nov. 9,1976.
