INITIAL INTERROGATORIES AND FIRST RECUEST FOR PRODUCTION OF DOCUMENTS FROM THE PUBLIC UTLITIES BOARD OF THE CITY OF 3ROWNSVILLE, TEXAS For answer to the Initial Interrogatories and First Request for Production of Documents from the Public Utilities Board of the City cf Brownsville, Texas, ("Brownsville")
South Texas Electric Cooperative, Inc. ("STEC") and Medina Electric Cooperative, Inc. ("MEC") respond, answer and object as follows:
1.
STEC offers to produce at its offices in Victoria, Texas, and MEC offers to pr0 duce at its office at Hondo, Texas, for inspection and/or copying by Brownsville, those files of STEC and MEC respectively which can readily be identified probably to contain documents or data relating to the following subjects:
A.
Electric Reliability Council of Texas, 3.
Texas Interconnected System, C.
Scuth Texas Interconnected System, 790330001%.
D.
Bulk powers purchases by STEC or MEC from any of the participants in the South Texas Project, E.
Bulk Power Sales by STEC and/or MEC, or F.
Transmission Services sought by or frcm STEC or MEC.
STEC/MEC objects to providing information beyond that contained in such files on the grounds that such additional information as is sought either a) is otherwise available to Brownsville, or b) does not appear reasonably calculated to lead to the discovery of admissible evidence.
In this connection STEC and MEC point out that neither of them is a participant in the South Texas Project and that neither is intercennected with Brownsville.
STEC and MEC cbject to any requirement that they either furnish the manpower or bear the expense either of searching the files or of analyzing the documents for detailed information desired by Brownsville.

STEC and MEC do not have sufficient persennel to undertake such tasks and, in any event, the expense should fall upon Brownsville.

STEC and MEC further state that the only persons in their employ who have any personal knowledge beyond that fcund in the files of the matters covered by any of 3rewnsville's interrogatories are the follcwing:

STEC/MEC offers to produce these individuals in Austin, Texas for deposition as to the subjects listed in Paragraph 1.
To protect STEC and MEC from oppression, undue burden and expense, STEC and MEC hereby apply for issuance of a Protective Order to the effect that the discovery sought by Brownsville be had only on the terms and conditions herein offered.
