Dear Judge Wright:

I was recently reminded of your cogent remarks at Airlie House on the problems of e_x. parte communications affecting administrative agency decisions. My own agency currently has a proposal before it to expand the definition of " interested persons" with whom off-the-record discussions are prohibited.

Essentially, the proposal would have us adopt the broad definition contained in the Sunshine Act.

Recent internal correspondence on the subject is enclosed.

Knowing the concern you have for the problem of off-the-record discussions which affect agency decisions, I thought perhaps this development might be of interest.

Once again, let me say how much I enjoyed the opportunity to talk with you and share the insights you have gained from your long and distinguished career. Jean and I look forward to seeing you again.
