LICENSE APPLICATION FOR TYPE 48HX UF6 CYLINDERS Reference is given to your letter dated January 15, 1979, in regard to the above subject.

Attached are eight copies of the following:

Report KY-697, " License Application For Type 48HX Cylinders For Shipment Of Natural Assay UF "

Notice to holders of KY-697, dated March 6, 1979, covering corrections to the report.

Report KY-697 constitutes the complete license application for use of the Type 48HX cylinders for transport of natural UF.

The actual drop tests were observed by Department of Energy (D0E)6 staff members and the test results as indicated in the report are certified by D0E.

It is therefore requested that a Certificate of Compliance be issued to permit use of Type 48HX cylinders and that Allied Chemical Corporation and Kerr-McGee Nuclear Corporation be listed as users of the certificate.

DOE operating plans for the gaseous diffusion enrichment complex call for DOE-owned UF6 feed cylinders to be supplied to domestic feed suppliers for shipment of uranium feed to the diffusion plants.

The Type 48HX cylinders procured for this purpose are basically the same as the Type OM cylinders covered under Certificate of Compliance USA /9090, except that the Type 48HX is made of A-285 steel.

The Oak Ridge Operations Office is very much aware of NRC's recent concerns over use of A-285 steel.

Years of operating experience and the tests noted above have, however, conclusively shown that the Type 48HX cylinders are more than adequate for the proposed use.
