SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING ORDER TERMINATING FACILITY LICENSE NO. R-43 UNIVERSITY OF DELAWARE AGN 201 REACTOR DOCKET NO. 50-98 By application dated January 18, 1978, as supplemented October 12, 1978, the University of Delaware (the licensee) requested that Facility License No. R-43 be terminated following completion of dismantling the AGN 201 Reactor.
The reactor has been dismantled and disoosed of in accordance with the licensee's dismantling plan dated Janua ry 18, 1978, and our dismantling order dated June 12, 1978.
The Nuclear Regulatory Comission's Office of Inspection and Enforce-ment inspected the facility on November 1,1978, and verified that the distantling has been accomplished in accordance with our dis-mantling order.
Our inspector also conducted a radiation and con-tamination survey of the reactor facility and determined that the facility was acceptable for unrestricted use. Surveys indicate that radiation and contamination levels do not exceed normal background.
We have concluded that the termination of this license involves an action which is insignificant from the standpoint of environmental impact and, pursuant to 10 CFR !i51.5(d)(4), that an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with the issuance of this termination order.
We have concluded, based on the reasons discussed above, that this license termination is in compliance with the Commission's regulations, that there is reasonable assurance that this license can be terminated without endangering the health and safety of the public and that its termination will not be inimical to the corron defense and security or to the health and safety of the public.
