ggg Appendix A NOTICE OF DEVIATION, Commonwealth Edison Docket No. 50-10 Company Docket No. 50-237 Pocket No. 50-249 Based on the inspection conducted on December 1-29, 1978, it appears that certain of your activities were in noncompliance with NRC requirements, as noted below.
The item is a deficiency.
Regulatory Guide 1.38 states in part that the requirements for packaging, shipping, receiving, storage, and handling of items for watercooled nuclear plants that are included in ANSI N45.2.2 - 1972 are acceptable to the NRC staff and provide an adequate basis for complying with Appendix 3 to 10 CFR 50.
ANSI N45.2.2, Section 6.1.2.(2) requires that equipment stored in Class B areas be placed on pallets or shoring to permit air circulation.
Contrary to the above on December 21, 1978, the licensee placed Class B stored switchgear on the turbine building floor with no pallets or shoring beneath the switchgear.
