Dear Mr. Keppler:

Reference (a) stated that the G.E. Model CR 105X auxiliary contact devices located at various safety-related 480V motor control centers would be replaced by the end of the next refueling outage for Quad-cities Unit 1.

As a result of procurement, quality assurance, and manpower problems, it is doubtful that these CR 105X devices on Unit 1 safety-related motor control cencers will be replaced during the Unit 1 refueling outage, which began on January 17, 1979. These devices will be scheduled for replacement at the next refueling outage, currently scheduled for Fall 1980.

To date, none of the CR 105X auxiliary contact mechanisms installed on any 480V motor control centers at Quad-cities have experienced a binding problem of the plunger arm. No failures have occurred attributable to problems with these devices, and no corrective maintenance has been deemed necessary. For these reasons, we believe that accelerated replacement of these devices is not warranted. The existing surveillance test program is adequate to detect the failure of a CR 105X device should it occur. If a failure is discovered, the device will be promptly replaced and the overall replacement schedule will be re-evaluated.
