Dear Congressman Pepper:

I am a student at Coral Gables Senior High, School.

I am very concerned about what Turkey Point Power Plant is doing to the water of Biscayne Bay.

Turkey Point Power Plant is using Biscayne Bay water to cool down their nuclear reactor.

This is raising the temperature.

of the water in this area above its normal level.

The affect is on the fish which must abandon this area.

This is a problem because these canals are used-by Gm Without a place for baby fish to grow, fish for their breeding grounds.

we will no longer have fish left in Biscayne Bay.

This is upsetting our ecological-balance.

I hope something will be done such as more restrictions on the power plant.

Dear Coigressman Fascell:

This let.er is in response to your note dated January 30, 1979 which transmit ed the comments made by Mr. Charles L. Berg about the Turkey Point Plett impact en Biscayne Bay.

Accordine, to Mr. Berg, the Turkey Point Plant is using Biscayne Bay water tt cool the reactors thereby heating the water and causing the fish t' abandon the area.

The Turkey Point Plant consists of two fossil fired (gas and oil) units (Ncs.1 and 2) which went on line in 1968 and 1969, respectively, and two nuclear powered units (Nos. 3 and 4) which went on line in 1972 and 1973, respectively. Units 1 and 2 were cooled by water taken from and returned to Biscayne Bay. During the licensing review for Units 3 and 4 a Final Judgment was issued by the U. S. District Court of the Southern District of Florida on September 10,1971 (Civil Action No.

70-328-C A ). This Judgment permitted no water to be received from or discharged to Biscayne Bay by any of the four units. The plant was required to be operated on a closed cycle cooling system no later than five years after the Judgment was issued. Actually, the closed canal system was effected by early 1973 and cooling water has not been received from or discharged to Biscayne Bay (or Card Sound) since that date.

The control that Mr. Berg requests in his letter was accomplished by 1973 in accord with the 1971 Judgment.

A rather complete discussion of the events leading to the closed canal systeJ. and the Atomic Energy Commission's environmental assessment may be fuum in the Final Environmental Statement dated July 1972, a copy nf which is cnclosed for your information.

I hope this has been responsive to Mr. Berg's request.
