Dear Mr. Donton:

Pursuant'to 10 CFR 50.59, Commonwealth Edison Company hereby. requests a change to Operating License Nos.

DPR-39'and DPR-48. :Per, Reference (a), the modifications of section 3.1.of the Zion Stntion Fire Protection Safety Evaluation' Report were:to be completed prior to return to operation of Zion Unit-2,for Cycle 4. operation.

The purpose of. this amendmenti is ; to ' extend the cernpletion date for the modifications until.the return to operation of Zion Unit 1 for Cycle 5 operation which is estimated to be about December 1, 1979.

The current.(March ~ 1,1979) and projected (ond of Unit 2 outage in April 1979) ~ status of the twenty (20) modifications and recommendations delineated in Section 3.1 of Reference. (a) are outlined below:

A.

Current' Status (March 1, 1979)

' Of the twenty (20) items,- six (6) are complete.

These are:

1.

Smoke Detection System Tests (3.1.1);

(Note, however, that no suitable preoperational test is currently available.)

Hose Houses (3.1.7)r 3.' ~ Air Breathing Apparatus _ (3.1.9) :

Untreated Lumber (3.1.20).

In addition to these items, two other items, Fire Dampers (3.1.13) and Structural Protectionf (3.1.15) are over 50% complete.

B.

Projected Status (End of Unit 2 outage) of the remaining fourteen (14) items, six (6) will be complete at the end of the Unit 2 outage in April._ These are:

1.

Fire Water System-(3.1.5);

2.

Interior Hose Stations (3.1.6);

2 Fire Ladders (3.1.8);

4.

Floor Drains (3.1.11)3 5.

Structural Protection (3.1.15) and 6.

Access to cables (3.1.17).

In addition to these items, the following four (4)

' items will be nearly completa.

1.

Fire Detection Systems (3.1.2)-

Of the sixteen areas in this modification,

' thirteen will be completed.

2.

-Water suppression Systems.(3.1.4)

Four of the five. areas / modifications will be completed..Only.the automatic fire suppression systems in the areas of.the auxiliary feed pumps.and component cooling water pumps will not be fully complete.

Fire Dampers (3.1.13)

Five o2' the ten aread are complete and the remaining five areas will be 75% completa at the_end of the outage.

4 Reactor Coolant ? ump (3.1.18)

This item will be completed for Ur,it 2.

Three of the four pumps on Unit 1 are complere and the drain piping redds to be installed on Unit 1.

In sunnary, effectively 70% OE fourteen of the twenty modifications and recommendations of Section 3.1 of Reference (a) will be completed prior to tho' return to operation cf Zion Unit 2 for cycle 4 in April 1979.

The remaining areas will not be completed primarily. due to the scope of the work involved and the long delivery times of specialized equipment from vendors.

More specifically, in many areas, e.g. cabla spreading room, the work scope, i.e. the' actual podification implementation, was greatly underestimated as numerous design and equipment modifications have-been'necessary.

In addition, since similar fire protection modifications have been mandated for all operating plants, a substantial manufacturer's backlog of the required specialized equipment has been created resulting in numerous extensions of equipment delivery dates.

For example, three of the remaining incomplete modifications _fcr Zion Station (3.1.14 - Fire Doors, 3.1.16 - Ventilation Ducts and 3.1.19 - combustibla Storace Areas) are in a. hold status awaiting the manufacture and delivery of

fire doors.

However, with the exception of Item L 1.18 -

Reactor Coolant Pump, Ccanonwealth Edison currently anticipates contpletion of all the remaining items of Section 3.11of Reference (a) by August 1, 1979.

At that time, commonwealth Edison will provide the NRC Staff with an updated report confirming completion of these items.

Item 3.1.18 which involves the reactor coolant pump oil collection systen will be completed on Zion Unit 1 during the Fall'1979 refueling outage.

Three of the four Unit 1 pumps have drip pans installed.

The remaining pump and the drainage collection sysrem will also~be installed during the Fall 1979 outage.

The fourth pump's drip pan was not installed during the Fall 1978 refueling outage for the following reason.

Zion Unit 1 Reactor Coolant Pump 1A motor was replaced by a Salem m(tor in 1

However, the drip pan design was based on measurements taken during the Unit 2 Spring 1970 refueling catege and did not includo differences due to a.different pump mov $1ch was diocovered during the Fall 1970 outage.

Commonwealth Edison alm 6 raquests a change to Items 3.1.13 and 3.1.16 of section 3.1 of noference (a).

These changes will not reduce the degron of fire protection but will facilitate the overall complation of these fire protection modifications.

The changos are na follows.

1.

Under Item 3.1.13, Fire Dmrsors, add "(11) Three-hour rated firo dampor9 in certain ductworks in the cable spreading room (Sce Item 3.1.16),"

2 Under Item 3.1.16, ventilation Ducts, replace the first paragraph with:

" Safety related bentilation ducts routed through the outer cable spreading area will be coated to increase their fire resistanco rating (5.2).

Currently, Zion Unit 2 in in a refueling outage and in expected to return to service for Cycle 4 operation on or about April 12, 1979.

Thereforo, Cocmonwealth Edison requests that the NRC' Staff expeditiously review and approve the amendment change requested heroin prior to the aforementioned scheduled

- return to operation of Zion Unit 2 for Cyclo 4 oporation.
