Failure to ccxsplete the Action Statement of Technical Specification 3.8.1.1 within the specified time Davis-Besse Unit 1 Mode 1 Power (MWI) = 2341, Load (Gross MWE) = 792 At 0532 hours0.00616 days <br />0.148 hours <br />8.796296e-4 weeks <br />2.02426e-4 months <br /> on February 28, 1979, Startup Teansformer 01 was de-energized and isolated to perform maintenance on the transformer. This placed the unit in Action Statement (a) of Technical Specification 3.8.1.1. The Action Statement requires the performance of Surveillance Requirement 4.8.1.1.1.a and 4.8.1.1.2.a.4 within one hour and once per eight hours thereaf ter.

Limiting Condition for Operation 3.0.3 requires, in the event an Action Statement cannot be satisfied, the unit be placed in Hot Standby within one hour u tiess corrective action is completed.

Due to personnel error, it was not realized the increased surveillar.ce was required until approximately 0730 hours0.00845 days <br />0.203 hours <br />0.00121 weeks <br />2.77765e-4 months <br /> on February 28, 1979. The surveillance testing was started in: mediately, and the surveillance requirements verified bf 0744 hours0.00861 days <br />0.207 hours <br />0.00123 weeks <br />2.83092e-4 months <br /> on February 28, 1979. -
