This certificate is issued to satisfy Sections 173293a,173.334.173.395, and 173.396 of the Department of Transportation Hazardous Materials Regulations (49 CFR 170-189 and 14 CFR 103) and Sections 146-19-10a and 146-19-100 of the Deparvnent of Transportation Dangerous Cargoes Regulations (46 CFR 146-149), as amended.

The packaging and contents described in item 5 below, meets the safety standards set forth in Subpart C of Title 10 Code of Federal Regulations, Part 71, " Packaging of Radioactive Mat. rials for Transport and Transportation of Radioactive Matenal Under Certain Conditions.

This certificate does not relieve the consignor from corroliance with any requirement of the regulations of the U.S. Department of Transportation or other applicable regulatory agencies, including the government of any country through or into which the package will be transported.

4. CONDITIONS This certificate is conditionst upon the fulfilling of the requirements of Subpart 0 of 10 CFR 71, as applicable, and the conditions specified in item 5 below.
5. Description of Packaging and Authorized Contents, Model Number, Fissile Class Other Conditions, and

(a) Packaging (1) Model No.: MH-1A (2) Description The packaging is formed by two steel shells whose cavity is filled with 7-5/8 inches of lead.

It has a rectangular cross section of 34-1/4 inches by 32 inches and is 71 inches high.

Radial fins, spaced on 2-5/8-to 2-3/4-inch centers, are welded to the 1/2-inch thick stainless steel outer shell. The inner cavity is 17 inches by 14-3/4 inches and 52 inches long, formed by 5/8-inch thick stainless steel plate. A cruciform shaped Boral-stainless steel basket partitions the inner cavity. The lid is a recessed plug type lead filled stainless steel weldment.

It is provided with a silicone 0-ring and is secured to the cask body by twenty (20) 3/4-inch diameter bolts. The cask is equipped with two lifting trunnicns, a drain line, a relief valve and pressure line, top and bottom. impact limiters and a skid. The maximum weight of each package is 26,450 pounds.

The fuel assembly contains up to 200

Page 3 - Certificate No. 6639 - Revision No. 4 - Docket No. 71-6639 gram U enriched up to 20 w/o in U-235 and is reflected top and bottom by graphite. The fuel assembly is clad with a nominal 0.030-inch stainless steel. The minimum cooling time is 250 days.

(2) Maximum quantity of material per package (i) Not to exceed four (4) fuel assemblies of Type I or Type II for contents 5.(b)(1)(i); or (ii) Not to exceed forty-eight (48) TRIGA fuel assemblies contained in auxiliary baskets shown in Ridihalgh, Eggers and Associates, Inc. Drawing No. 1032-1, Revised (two sheets).

Follower and instrumented assemblies shall be shipped in longer basket tubes only. Other assemblies shipped in longer basket tubes shall be provided with spacers to limit secondary impacts.

Fissile Class III Maximum number of packages per shipment One (1) 6.

The burnup limits for the Type I and Type II fuel assemblies shall not exceed 14,400 MWD /MTU and 23,600 MWD /MTU, respectively, for contents 5.(b)(1)(i).

The maximum decay heat per fuel element shall not exceed 432 watts for contents 5.(b)(1)(i). All contents shall be shipped dry.

Prior to each shipment, the package seals and valves shall be tested to insure the leakage rate does not exceed 10 3 atm-cc/sec (air at 25 C and 1 atm leaking to a 10 2 atm ambient pressure).

The package authorized by this certificate is hereby approved for use under the general license provisions of 10 CFR 571.12(b).
