_ I 500 south 27TH STREET, DECATUR, ILLINolS 62525 February 14, 1979 Mr. James Keppler Director, Region III Office of Inspection and Enforcement -

U.S. Nuclear Regulatory Commission 799 Roosevelt Road Glen Ellyn, Illinois 60137- ,

Dear Mr. Keppler:

This letter is to provide information supplementing my letter of January 12, 1979, which dealt with matters raised in your IE Inspection Report No. 50-461/78-06. With regard to the three items of noncompliance, corresponding measures taken to avoid further noncompliance are as follows:

1& The supplier (Burndy-Husky) was formally reminded of

2. the necessity of utilizing only welding procedures which meet applicable qualification requirements of the ASME Code and have been reviewed and accepted in accordance with the terms of the contract specification. It was emphasized that any welding, automatic or manual, must be prescribed by approved, written procedures and performed only by personnel qualified to those procedures.

3.

Burndy-Husky's establishment of a calibration program, encompassing the gauges and instruments on the automatic spot welder noted by your inspector, was accomplished to preclude further noncompliance with regard to calibra-tion and control of such gauges and instruments.

Adherence to the foregoing controls will be closely monitored during future contact with Burndy-Husky.

Concerning thet. adequacy of the cable tray and fittings, during the, February 6-9'RD inspection IP provided your Mr. H. Wescott copies ofofthe analysis results those of the results. supplier testing and Sargent & Lundy's These confirmed IP's conclusion that the cable tray and fittings in question are fully suitable for use at CPS.
