7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-286 POWER AUTHORITY OF THE STATE OF NEW YGRK NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 23 to Facility Operating License No. OPR-64, issued to Power Authority of the State of New York (the licensee), which revised the licenses for operation of the Indian Point Nuclear Generating Unit No. 3 (the facility), located in Buchanan, Westchester County, New York.
The amendment became effective on February 23, 1979.
The amendment adds license conditions to include the Commission-approved physical security plan as part of the licenses.
The licensee's filings comply with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Commission has made appropriate findings as required by the Act und the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment. Prior public notice of this amendment was not required since this amendment does not involve a significant hazards consideration.

7590-01 The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
The licensee's filings dated May 25, 1977, as supplemented October 31, 1977, April 25, 1978, fiay 26, 1978, June 12, 1978 and February 14, 1979 and the Commission's Security Plan Evaluation Report are being withheld f rom public disclosure pursuant to 10 CFR 2.790(d). The withheld inform-ation is subject to disclosure in accordance with the provisions of 10 CFR 59.12.
