Dear Mr. Fiorelli:
Toledo Edison acknowledges receipt of your February 1,1979 letter and report enclosures 79-02, referencing apparent deviations from Davis-Besse Nuclear Power Station Unit No. 1 commitments to the NRC listed as " Deficiencies" under the heading " Notice of Violation."
Following a thorough examination of the items of concern, Toledo ~ Edison herein offers information regarding the items of noncompliance.
Item 1, Deficiency: Fire Hazards Analysis Table 4-1, Section B(5).(b) contains a commitment by the licensee to conduct quarterly fire drills.
Contrary to the above, the licensee has not run drills at this frequency in the past year.

of fire brigade personnel.

A Station Fire Spe talist is being selected, who will implement this program. At present, an individual is on temporary assignment filling this position.
3.
Full compliance will be achieved March 31, 1979.

Mr. Caston Fiorelli Docket No. 50-346 Lirense No. NPF-3 Serial No. 1-50 February 23, 1979 Page 2 Item 2, Deficiency: Technical Specification 6.8.1 requires that written procedures be established, implemented and maintained.
AD 1828.06.00 " Required Reading List" relates to the mechanism used to inform operators of design changes, significant LER's, Procedure Changes, etc.
Contrary to the above, issuance and retrieval of the required reading list are poor and resultant docu-mentation of same is nonexistent.
Response
1.
We have redefined the priorities and structured required reading around personnel maintaining an active Reactor Operator or active Ser.ior Reactor Operator license.
2.
A new individual with a Senior Reactor Operator license has been assigned this responsibility.
3.
Full compliance will be achieved after we have had time to evaluate the effectiveness and change, if necessary, our corrective action, which will be no later than July 1, 1979.
