ovember 22, 1978 in Waukegan, Illinois, I testified on my preliminary findings about spent fuel heatup potentials in a loss-of-water accident (see transcript, pp. 219-231).

You asked ne to provide my calculations to the Board and to the parties.

I promised to do so, but I indicated that I had a report I was working on on another matter that would delay the preparation of the report you requested from me (the calculations).

I did say, and forgot until I reviewed the transcript, that I could at least send my notes (worksheets) and that these could be easily followed.

However, I was nistaken; the notes could not be followed at all; it would take a well-written report to ex and discuss their significance. plain and present the calculations My other report I was working on is finished---a two-part, 600 page analysis of nuclear explosion hazards.of the 5:!R-300 fast breeder reactor in Europe-and am now well into preparing the report you requested.

If you should need a preview of my analysis, critical evaluation of the 3andia report " Spent Fuel Heatupespecially of my Following Loss of '.!ater Juring Storage" (SANJ77-1371),

I could supply you with the tape, and of course, a copy of the tape to ':r. Zech as well.

The urgency of my calculations, or rather the need you ay have had in mind about my calculations is sonewhat supplied by the Sandia report, which should oc,cupy your study until ny report cones to you.

I do think you will need

.y report, however, because there are serious shortcomings of The Sandia report; but the report does confirm f overall assertion in ny ::ov. 22 testinony that the spenc fuel could "eatup to ignite the zirconium cledding.

The sandia report does not investigate the consecuences of a self-sustaining circonium fire in the storage basin (the report asserts that 9.e fire would be self-sustaining).
