UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-267 PUBLIC SERVICE COMPANY OF COLORADO NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No.19 to Facility Operating License No. OPR-34, issued to Public Service Company of Colorado (the licensee),which revised the license for operation of Fort St. Vrain, Unit No.1 (the facility), located in Weld County, Colorado. The amendment becomes effective on February 23, 1979.

The amendment adds a license condition to include the Commission-approved physical security plan as part of the license.

The licensee's filings comply with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment. Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.

9 A* The Commission has deter.ained that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 550.5(d)(4) an environmental impact statement, negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.

The licensee's filing dated October 31, 1977, revised April 10, 1978 and August 30, 1978 and the Commission's Security Plan Evaluation Report are proprietary information and are being withheld from public disclosure pursuant to 10 CFR 2.790(d). The wi chheld information is subject to disclosure in accordance with the provisions of 10 CFR 59.12.
