Appendix _A NOTICE OF VIOLATION Toledo Edison Company Docket No. 50-346 Based on the inspection conducted on January 8-11, 1979, it appears that certain of your activities were in noncompliance with NRC requirements, as noted below. Items 1 and 2 are de f f.ciencies.
1.
Fire Hazards Analysis Table 4-1, Section B5. (b) contains a commitment by the licensee to conduct quarterly fire drills.
Contrary to the above, the licensee has not run drills at this frequency in the past year.
2.
Technical Specification 6.8.1 requires that written pro-cedures be established, implemented, and maintained.
AD 1828.06.0 " Required Reading List" relates the mechanism used to inform operators of design changes, significant LER's Procedures Changes, etc.
Contrary to the above, issuance and retrieval of the required reading list are poor, and resultant documentation of sate is nonexistent.
