Mitsubishi Export Application XCOM0165 Gentlemen:
In accordance with Elaine Hemby's telephone conversation on February 26, 1979 with Fred Angelone, we have modified Mitsubishi's export application dated February 2,1979 to Japan, Reference No. PIT-L-0778, to clarify the types of items which will be authorized for export under license application XCOM0165 when it is issuad.
This letter will confirm these understandings. As a component export appli-cation, the NRC can authorize Mitsubishi to export only those parts and components specially designed or prepared for use in nuclear reactors which are not also defined as a utilization facility in section 110.2(ss) of Part 110. Accordingly, only components of primary coolant pumps (Item 5),
fuel charging or discharging machines (Item 2), and control rods (Item 3) will be authorized for export under license XCOM0165 when it is issued.
Complete primary coolant pumps, fuel charging and discharging machines and control rods can only be exported under the authority of facility export licenses, which have different review and approval requirements than component export licenses. The NRC will note these understandings on your application letter.
