Q1. zap Mr. El.ipidio G. Igne Advisory Comnittee on Reactor S'.feguards U. '.',cle'r De ulatory Commission W,sb.ingsen, D.C. 20555 D=ar Yr. T yte:
~4e orcose the issu, nce of an opera-ting license for Salem 2 on tuo grounds:
1)-The reports from the Interagency Review Group clearly establish the fact that no solution to the waste problem has been found. The creation of more waste until a permanent repository is established is an act of irresponsibility of the highest magnitude.
- 2) The need for power has not been demonstrated. The participants in Salem 2 suffer from an excess generating capacity which already represents a financial burden to the s'tockholders and consumers alike.
The licensing of S'alem 2 must be vie *,:ed in' li-rht of the ' dest V,lley scand,1, the Radon 222 " surprise", the Rasmussen revelation and other misdeeds.
The licensing of Salem 2 cannot be rationally discus' sea without afixing respoc.siblity to the individuals making this decision.
In light of GESMO we see no reason why the Nurenberg Princi'ples so aptl.v executed once should not have a place in the future.
