This is in response to your letter dated January 5,1979 in which you requested a clarification and revision of Condition 4.6 to Amendment MPP-2 to your License flo. SilM-ll68.

This license condition refers to the application of measurement bias and its entry into plant records.

Accordingly, we have amended existing License Conditions 4.6 and 6.2; and have added new License Conditions 6.5 and 6.6, effective immediately, to read as follows:

4.6 A bias value shall be calculated for each measurement component used in the determination of MUF. When such calculated bias exceeds 10% of its standard deviation, that bias shall be employed in the plant MUF bias correction.

6.2 All accounting records including measurement source documents and those bias computations and adjustments to MUF values determined under License Condition 4.6; and internal transfer records, shall be included in the accounting records required by 10 CFR 70.51(e)(4).

6.5 If the resulting bias associated with a plant MUF value, as determined under Condition 4.6, exceeds 50 grams high enriched uranium, 50 grams U-235 contained in HEU, or 2000 grams low enriched uranium, MUF bias adjustment shall be recorded and a report shall be filed to the tiRC.

Region II office at the end of the reconciliation period stating the Plant MUF bias.

6.6 For each measurement component of the material control and accounting system whose calculated bias exceeds its associated limit of error, all affected, records, reports, accounts, labels, items, lots, etc., shall be ccreected before the end of the reconciliation period.

d It has been established that the enclosures to your letter dated January 5,1979 contains information of a type specified in 10 CFR 2.790(d). Accordingly, pursuant to Section 2.790(d)(1) such information is deemed to be commercial or financial information within the meaning of 10 CFR 9.5(a)(4) and shall be subject to disclosure only in accordance with the provisions of 10 CFR 9.12.
