Dear Mr. Bowers:
I have just completed an analysis of all material related to the special safeguards review of your facility and have a few thoughts which I would like to share with you.
First of all, it was reassuring to learn that no additional licensing actions were indicated as a result of the observations of the team that visited your facility.
This means that.the cormitments for the protec-tion of materials at your facility as contained in your physical pro-tection plan, as augmented by the requirements set forth in license t
conditions, provide for a system with the capability of attaining a satisfactory level of assurance against adversary efforts.
On the other hand, the fact that the safeguards system as implemented at the time of the special review did not provide a desired level of assurance is a matter of some concern.
Our analysis of the observations contained in the December 7,1978 report, "Special Safeguards Review," reflect that the deficiencies primarily resulted from noncompliance ~ with the specific provisions of your license or resulted from partially ineffective security practices.
As a result, remedies, for the most part involved the institution of revised pro-cedures. This raises the question of whether adequate management controls have been exercised over your security organization. There appears to be a need for a stronger link between the firm commitments established through the licensing process and the establishment and maintenance of, an effective security organization to achieve the desired system objectives.
Greater management attention appears needed over your security organiza-tion to prevent any recurrence of situations similar to those described in the December report.
