Dear Mr. Wilkinson:
By letter dated September 20, 1978, you submitted Revision 2 dated May 10,1977, to the Michigan State University TRIGA Reactor security plan. Although the changes reported by your letter wculd not of them-selves require an amendment to your license since they do not decrease the effectiveness of your plan, the NRC approval of your plan should properly be reflected in the license authorization for your facility.
Accordingly, we are treating your letter as a request for appropriate Commission authorization. This has been discussed with and agreed to by your staff.
In this connection, we are herewith issuing Amendment No. 3 to Facility License R-ll4, which identifies your currently approved security plan and incorporates security plan requirements as a condition of the license.
Future changes which do not decrease the effectiveness of your plan do not require prior NRC approval but should continue to be reported as pro-vided in 10 CFR 550.54(p). Changes which do require prior NRC approval should be identified as license amendment requests.
The documer es comprising the currently approved security plan for the Michigan State University TRIGA Reactor and our evaluation findings have been placed in the Commission's files. Pursuant to 10 CFR Part 2.790(d),
this information is being withheld from public disclosure. Although the plan is acceptable, it is requested that it be put in loose-leaf format to facilitate future amendments and be resubmitted.
