LICENSE RENEWAL APPLICATION, BABC0CK & WILC0X LYNCHBURG RESEARCH CENTER, DOCKET 70-824 The license renewal application of the Babcock & Wilcox Lynchburg Research Center (LRC), (Docket 70-824, SNM-778) has been received and our review has begun. This renewal application is the first one received since the " Agreement on Interface and Division of Responsibility Between NMSS and I&E" has been accepted.
The review schedule has been prepared, along the lines of the agreement, with minor adjustments. We shall work with you in our review in accordance with the " Plan for Licensing Review and Inspections Related to Major Licensing Actions for Fuel Cycle Facilities" which is footnoted in the Interface Agreement. After completion of the review, we should like to diccuss possible changes to the Plan based on our experiences.
Major milestones in our review schedule include the following:

Issue renewal November 23, 1979 We should like your comments and recommendations on the renewal application, notification of your scheduled inspections of the LRC, and, in general to take the action required by the Plan to meet the above scheduled milestones.
As the review progresses, we shall be in contact with you to coordinate specific activities (e.g., request to accompany I&E members on inspections, discussions with licensee on application, meeting to discuss proposed license conditions).
