6.4.2 Use of Protective Equipment and Sunnlies Equipnent is maintained at strategic locations onsite (i.e., Medical, Emergency Control Center and Maintenance).

In all cases where there is a potential hazard to the individual, whether measured or antici-pated, protective equipment to guard for the specific hazard will be issued for use prior to entry into the affected area.

The equip-ment will be utilized until measurerents in the area indicate the hazard does not exist.

Protective equipment such as the Scott Air Pack for chemical inhalation problems, protective clothing and respirators for radiation contamination problems, rubber suits for chemical hazards, and radiation instruments, dosimeters and film badges for criticality incidents, are available and maintained.

A more comprehensive list of WMD's procedures and equipment are found in Appendices B and C.

6.4.3 Contamination Control Measures Provisions have been made in emergency procedures for preventing or minimizing direct exposure or subsequent internal exposure to radioattive materials deposited on the ground or other surfaces which may be contaminated during an emergency.

When appropriate, the area in which the incident has occurred and, if necessary, the entry gates to the plant site, will be secured to prevent inadvertent or unauthorized reentry.

6.5 AID TO AFFECTED PERSONNEL This section describes the measures used to provide necessary assistance to persons injured and/or exposed to radiation and radioactive materials.

6.5.1 Emerciency Personnel Exposure Criteria All reasonable measures shall be taken to control radiation exposure of emergency personnel who provide first aid, decontamination, and ambulance or medical treatment services to injured persons, within applicable quarterly limits specified in 10 CFR 20.

Exposure guidelines for entry or reentry to areas in order to (1) take life-saving actions and (2) undertake corrective actions, are suurarized in Table 6.1.

Exposure guidelines permitting volunteers to receive radiation exposures in the course of carrying out life-saving activities are described in Emergency Procedures and provide for expeditious decision making and a reasonable balance of relative risk.

6.5.2 Decontamination and first Aid Personnel contamination in emergency situations shall be controlled to the extent feasible by the..armal methods of utilizing protective

However, decontamination involving a significant amount of contamination shall be performed under the direction of qualified personnel.

Appropriate decontamination equipment is located at.the personnel decontaminatior, areas.

First aid to injured personnel can normally be performed in conjunction with any necessary decontamination methods.

However, if itemediate treatment of the injury is vital, that treatme,t shall take precedence over decontcmination.

This philosophy also extends to otrsite emergency assistance involving radioactive contamination.

For that purpose, measures are established to ensure timely of fsite medical treatment as described in Section 6.5.3 and 6.5.4 6.5.3 fledical Transportation Arrangements have been made for transportation (from the Wilmington Manufacturing Department to a medical treatment facility) of injured or overexposed personnel who may require ir:rediate treatment.

The Wilmington fianufacturing Departrent has an emergency vehicle for medical transportation and back-up arrangements have been made with local support organizations.

Letters of Agreement to provide emergency redical transportation services are contained in Appendix A.

6.5.4 Medical Treatment Arrangements have been made for the redical treatrent of patients from the. Wilmington Manufacturing Department who may have injuries complicated with radioactive contanination at:

9.0 RECOVf.RY This section describes general plans, including applicable criteria for restoring the plant as nearly as possible to a safe status.

9.1 REJ.filRY The reentry phase is that period following an accident in which access to the facility is restricted.

Reentry in il l,e made as necessary to save human life, control release of radioactive materials, and prevent additional damage to plant and equipment.

The alarm system will be reactivated and operationally checked to assure protective measures are in place for notification in the event of a re-occurrence.

Emergency equipment will be reinventoried, operationally checked and storage areas restocked.

Allowable radiation exposure to personnel will be based on radiological surveys, self-reading dosimetry, film badge history and reports to the criteria described in Section 6.5.1, Energency Personnel Exposure Criteria, and as summarized in Table 6.2.

However, a system which has undergone a criticality accident will be left undisturbed until a review and plan have been produced to comply with the situation.

9.2 RESUf1PTI0fl 0F OPERATIONS Operations will not he resumed until the incident has been evaluated and a determination has been made that the incident is terminated.

Also, causes for the incident will be reviewed, determinations made as to the probability of a reoccurrence, and preventative measures taken where possible.

Radiation / contamination surveys will be performed where areas of potential contamination have been involved in the erergency. These areas that pose radiation / contamination hazards will be decontaminated or disposed of as necessary before normal operations are restored in that area.

Exposure limits for normal operational exposures specified in 10 CFR 20 shall apply.

9.3 TERilit!ATION OF OFFSITE Ef ERCEliCY AND RECOVERY The Emergency Director will notify necessary offsite response agencies when control of an emergency situation has been achieved.
