The Babcock & Wilcox Company fluclear Power Generation Division Docket No. 99900400/79-01 NOTICE OF DEVIATION Based on tne results of an NRC inspection conducted on February 12-16, 1979, it appears that certain of your activities were nct conducted in full compliance with NRC requirements as indicated below:
Topical Report BAW-10096A, Revision 3, Section 3, Design Control, states in part that, "NSS Task Engineers prepare System Descriptions reflecting the System Requirements Specification prepared by the cognizant integrator and approved by the responsible unit manager....
Equipment Specifications are prepared by task engineers, reviewed by integration, and approved by the responsible unit manager."
The review ccmmitment is established by Administrative Procedure, NPG-0403-11, Signatures on Engineering Documents,Section IV.C.,' which defines " Review Signature-Indicates the signer has examined the entire document, concurs with the contents, and as a minimum has done the following:

Assured that the technical contents agree with applicable requirements and all applicable interfaces have been reviewed and are correct."
Contrary to this requirement, an Equipment Specification (08-1018000006-03) and a System Description (15-402300000-01) prepared and reviewed for a safety related system contained technical contents (Low and high pressurizer level trip set points) which did not agree with the System Requirements Specification (35-6031000004-01).
