Dear Mr. Livingston:

This is in response to your telephone inquiry of April 3, 1979, and your mailgram petition dated April 5, 1979.

It is my understanding that your concerns were resolved during a telephone conversation with members of my staff on April 5, 1979, except for fire protec-tion.

Concerning your questions related to fire protection, Detroit Edison Company has taken measures to pra. vent the occurrence of fires in Fermi 1.

The greatest potential for fire in the Fermi 1 containment is generated by the sodium stored in containment coming in contact with water. The potential for this occurrence is minimized by: (1) storing the sodium in individual (614) drums; (2) routinely inspect-ing the drums for damage or leakage; and (3) the use of water intrusion alarms in the containment. These intrusion alarms are routinely tested on a weekly schedule for operability and are monitored in an adjacent power plant control room which is continuously manned.

In addition, the licensee has emergency procedures to follow if a water intrusion alarm is received, which includes firefighting potential.

In light of the above, we believe that the licensee's actions to prevent water intrusion and subsequent contact with sodium are adequate. These actions do satisfy the conditions of the license for the decommissioned facility. This license was issued by the NRC's Office of Nuclear Reactor Regulation, after a Safety Evaluation Report was issued.

In addition, I am enclosing a copy of a report of the latest inspec-tion conducted by this office at the Fermi Unit 1 site on December 14, 1978.
