REVISED NRC ENFORCEMENT POLICY As you can see from tne attached Stello memorandum to other Office Directors, we have solicited responses to the revised enforcement policy by July 14, 1930.

In view of your prior involvement in discussions of the proposed approach, including the exchange of views at the Harpers Ferry Testing, we would like to have your comments on a slightly more ex: edited schedule; i.e., by close of %Wess Julv 9. 1930.

m This revision reflects scme substantial modificatiens from the copies distrib-uted at Harpers Ferry. Most, but not all, of these changes are in the direction of building in more flexibility.

Please give careful attention to Appendices I through VII to identify postulatec conditions that might be exceptions to the " rules" of Severity Levels.

REVISED NRC ENFORCEMENT POLICY A3 you know, following IE's briefing of the Ccmission en *tarch 19, 1930 (SECY E0-139), the staff was directed to revise the proposed statement of NRC Enforcement Policy.

In the ensuing weeks, MPA ccmpiled data en responses.

On May 27, we met with the ECO for a clanning sessicn on this matter, follow-ing which my staff, with assistance frcm ELD and MPA, completely revised the earlier policy statement. A copy of that revision is attached for your review and ccament.

I wculd appreciate naving your response by not later than July 14, 1980.
