This is in response to your letter of January 11, 1979.
This also refers to my site visit on March 1,1979 and to the discussions with Messrs. R. Darmitzel, D. Moschner, E. Kurtz, and other Vi1C staff concerning the concept of tailoring the material control and accounting program to a level commensurate with material quantity and activity.
We agree with the concept of a tailored fundamental nuclear material control and accounting program for the Advanced Fuel Laboratory (Plant 5). We believe that such a program should contain possessicn and throughput constraints similar to previous licensing action taken with Plants 2 and 3.
It is our understanding that primary emphasis in tailoring the safeguards program for Plant 5 is concerned with the 10 CFR 70.57 measurement control procram and the 10 CFR 70.51 (e) inventory frequency requirements.
Any request for modification to the Plart 5 FNMC Plan should include a descrip' ion of process aquipment and flows.
Information concerning the projected number of campaigns, anticipated activity level, and duration for each should be provided. Quantities of SNM in discrete items should also be described.
Consideration should be given to inventory frequency being determined by time and material activity.
