INTRODUCTION AND ORGANIZATION l

Curtiss-Wrihht Corporation is a user of scaled sources of by-product material for industrial radiogesphic inspection at its plant located at 1 Passaic S treet, Wood-Ridge, New Jersey 07075. In all cases, scaled sources are being housed in radiographic exposure devices and/or shipping containers approved by NRC.

Ti.e Cancral Manager of the Nuclear Pacility has the responsibility for the organization's adherence to the Quality Control requirements. The Manager of Quality Assurance is delegated and directed by his to ensure compliance 1:ith the requirements of the Quality Assurance Program.

The Radiation Safety Officer is responsible for overall administration of the program, training and certification, document control and auditing.

Radiographic personnal trained and certified by the Radiation Safety Officer may be delegated by hi= to assist in shipping, storage, and record keeping dutics required by the Quality Assurance Program.

II.

QUALITY ASSURA"CE PROGRAM The Radiation Safety Office 'shall assure 'that all radioactive material shipping containers designed or f abricated af ter 1 July 1978 are designed and manuf ac-tured under a Quality Assurance Program approved by NRC. This requirement is satisfiec by receipt and retention of appropriate certificates of compliance (NRC-o18).

In addition, the Radiation Safety Of ficer shall. implement a Quality Assurance Program to assure that all safety related precautionary measures are complied with. The status and adequacy of the program shall be reviewed on an annual basis. Major emphasis shall be placed on specific safety controls related to preparation and shipment of sealed sources.

DOCUMENT CONTROL All documents relating to the receipt, disposition.and transfer of scaled sources shall be controlled through established written. procedures. Document changes shall also be controlled according to written procedures approved by Management.

IV.

HANDLING, STORAGE AND SilIPPING The use, storage and shipment of scaled sources shall be controlled by established written procedures.

Shipments prepared for transport shall be made in accordance with required tests, surveys, certifications and packaging procedures.

All personnc1 assisting in the critical handling, storage and shipping operations shall have been trained and certified by the Radiation Safety Of ficer.

INSPECTIONS, TESTS AND OPERATING STATUS Wri'tten.ptocedures are established to inspect, test and operate radiographic devices. Log, labe?

and/or tags shall be ustd to clearly indicate the status of these functions. Parts that are placed in shipping containers that are non-conforcing will be removed i= mediately and placed in an exposure device or another shipping container that meets all the requirements.

The empty non-conforming shippping container will be returned to Tech / Ops with a detailed report explaining what requirements do not conform.

V1.

QUALITY ASSURANCE RECOPSS Utilization logs and records of inspection, tests, audits, personnel training ano shipments shall be maintained in accordance with regulatory requirements.

These records shall be made available for inspection and review by regulatory agencies.

VII. AUDITS Audits shall be performed at least once each year in each setivity related to radioactive material packaging. The audits will be performed by the Quality Assurance Group who have no responsibility in this area. The acdit will be perforced in accordance with written procedure and the results of the audits shall be reviewed and evaluated by Management. Deficiencies shall be recorded and assigned for corrective action.
