This will serve as a formalization of our discussion held at i;RC lieadquarters April 17, 1979 pertaining to your current LEID model.

The Westinghouse-Columbia LEID model needs to be modified to assure proper treatment of systematic errors.

Systematic error covariance is a function of measurement systems and standards, not just material ty pe.

Measurement data must be checked for outliers and absolute systematic errors must be multiplied times the number of items.
