FOLLOWUP TO STAFF REQUIREMENTS - INITIAL BRIEFING ON SECY 79-34A - DRAFT REPORT " REGULATION OF FEDERAL RADI0 ACTIVE WASTE ACTIVITIES"
Purpose:
To respond to Mr. Chilk's memorandum of February 23, 1979, furnishing the requested information for item 4.
Discussion:
The following information on the costs to utilities of licensing of commercial power reactors is based on two 3800 MWt light water reactors of the same design at a single pcwer station that are subject to concurrent licensing review.
Licensing Fees (10 CFR 170) 2,744,000 Safety Analysis Reports (CP & OL)
Printing and Distribution 700,000 Preparation of Contents 20,000,000 Environmental Reports (CP & OL)
Printing and Distribution 500,000 Preparation of Contents 10,000,000 Antitrust Preparation and Distribution 10,000 Litigation ($5 million/7 cases) 700,000 Recent discussion with members of the industry and a review of the cost and man year data obtained in 1978 concerning the information gathering requirements of 10 CFR 50 and 51 were utilized to derive the above cost estimates.
All costs were assumed to occur simultaneously in 1979.
