SUPERGRADEAUDIT~

The Comission has completed its review of the supergrade recomendations following the DAMANS audit, the 0&P comments, the Position Evaluation Review Committee work, and your endorsement of the PERC decisions, as reflected primarily in SECY-78-97A.

I have indicated the Commission's decisions by enclosing copies of the tables from SECY-78-97A with handwritten entries.

The circled numbers are the GS grade decisions of the Commission.

Copies of all four tables, with grade notations, are enclosed.

The position of Vice Chairman, ASLAP, should remain at GS-18.

The proposed promotions resulting from the supergrade audit and the Commission's final decisions should be effected to the extent possible within the current supergrade ceiling.

The " red circling" policy should be implemente ] for incumbents of posi-tions marked for downgrading.

There were several vacant positions recommended for downgrading in the original paper, SECY-78-97.

Where these recommendations are not superseded by subsequent actions, they should be implemented.

The position of Chief of Program Support in OSD should be a GS-15, rather than the GS-14 recommended by DAMANS. The position of Director, Division of ADP, will depend upon the choices soon to be before the Commission on rearrangement of NRC's computer opera-tions.

If the ADP Division scope and responsibility are considerably enlarged as a result of those choices, then the Director's position should be GS-16.

At the present level of scope and responsibility, the Commission agrees with the GS-15 recommendation.

The Commission notes with approval that the recommendation in SECY-78-97 for developing an i presenting a position management training seminar for all supervisors has been carried out.

The recommendation in the same paper for improvement of the supergrade evaluation system should be considered in the context of implementing the SES system.

Effected employees should be notified of the Commission's decisions.

The Commission's decisions on supergrades are to be used by the staff in negotiating with OPM on specific positions and number of positions.

To the extent that these decisions affect our submissions now pending before the Office of Personnel Management, the staff should advise OPM of any necessary changes.
