Dear Mr. Edmundson:
This is to confirm the comments made to you regarding the recent regulatory program review by Mr. Lubenau.
Based upon the results of the review and our continuing exchange of information program, the staff believes that the Nevada program for control of agreement material is adequate to protect the public health.
We recommend the staff be permitted to avail themselves of opportunities to attend short-term courses to establish and maintain appropriate levels of staff technical competence.
Persons engaged in review of license applications should attend the NRC-sponsored two week course, Orientation to Regulatory Practices, usually given each September in the Washington, D.C. area. License and inspection staff should attend NRC-sponsored one week courses on radiation safety in nuclear medicine, in industrial radiography, and on inspection procedures. NRC will fund travel and per diem costs for qualified persons accepted for these courses.
We recommend the State's plan for responding to noncatastrophic radiation emergencies be distributed to all appropriate persons including all government agencies identified in the plan.
Under separate cover we are providing copies of current NRC licensing guides, license review checklists and inspection procedures. With respect to the compliance program, we again recommend formal development and documentation of an inspection program for the Beatty waste burial site. We also suggest that inspection staff regularly interview, and observe the work of, radiation workers to verify their training and instruction. We recommend inspectors regularly take wipe samples for radioactive contamination in facilities where unsealed radioactive sources are used. At the completion of inspections, inspectors should meet with representatives of the licensee management to discuss the inspection results. Mr. Lubenau commended the present practices for documenting results of inspections of radioactive materials licensees.

Enclosed is a copy of our letter to Dr. Carr in which we commented on the need to revise fievada's regulations for radiation protection, to improve the program for taking independent measurements, and the need for obtaining additional equipment for the compliance program.
