This letter is to update you on the installation status of the Fort St. Vrain security system hardware, and to notify you, as required by 10 CFR 50.54(p),
that we will be extending the compensatory measures referenced in our previous correspondence of February 23, 1979 (P-79048).
You will recall that our pre-vious letter had indicated an expected delay of 14 days in completing install-ation and checkout of the security system hardware. At that time it was indicated that the delay was due to late delivery of manufacturer's equipment required to complete the installation of the security system hardware, and that we felt there were no significant design modifications which would be required to make the system operable.
Sabsequent to delivery of the equipment we have experienced a considerable number of problems with the Vikonics equipment, both of a hardware and a software nature.
It now is apparent that the majority of the problems will require significant re-design by the manufacturer. Our best estimate of the auditional delay in resolving these problems, based on discussions with the manufacturer, is 8 weeks. Hence, we are notifying you that we will continue to employ the compensatory measures referenced in our previous letter, and that we feel that this extension will run through about the first of June, 1979. The compensatory measures continuing in effect provide assurance that tne security system effectiveness will not be decreased below the performance requirements of 10 CFR 73.
We have been in contact with Mr. Jack Roe of your office and have discussed by telephone the problems that we are experiencing. He knows of the details of these problems and can provide you with additional information.
