MODELS L and M ORNL URANIUM-SHIELDED SHIPPING CONTAINER DOCKET NO. 71-5595 STRUCTURAL 1.

Provide justification for the uranium weld strength assumed to demonstrate shear resistance of the Model L lid for the 30 foot side drop.

2.

Show that there is no lid separation in either the Model L or M for a 30 foot oblique drop.

CONTAINMENT 1.

Develop a containment acceptance criteria for normal conditions of transport and accident damage conditions for the normal form shipments (those in D0T specification 2R containers).

Regulatory Guide 7.4 may be used in establishing this criteria.

2.

Identify and provide drawings and specifications for the specific inner container designs to be used for normal form shipments, and show that they satisfy the established containment criteria following the tests in Appendices A and B of 10 CFR Part 71.

TESTING AND MAINTENANCE 1.

Provide additional detail concerning test sensitivities and frequencies for the leak tests specified under Section 3.1.2 of Report No. ORNL/ENG/TM-4, Hov. 1977.

2.

Show that the sensitivities and testing schedules are adequate for safe use of the packas's. Regulatory Guide 7.4 may be used for periodic testing.

For assembly verification it is recommended that a test of sufficient sensitivity to limit the maximum release to a type A quantity in 10 days is used, however, a leak test sensitivity greater than lx10 3 3

at-cm /sec, would not be required.

The minimum sensitivity of lx10 1 at-cm3/sec (air at 1 atm and 25'C leaking to a 10 2 at ambient) as specified in ANSI N14.5 should be met.
