Dear Dr. Brugger:
By letter dated June 14, 1978, you submitted a proposed revision to the University of Missouri Research Reactor (MURR) security plan.
Since the f1RC approval of your plan should properly be reflected in the license authorization for your facility, we are treating your letter as a request for appropriate Comission authorization.
This has been discussed with and agreed to by your staff.
In this con-nection, we are herewith issuing Amendment tio.11 to Fa:ility License R-103, which identifies your currently approved security plan and incorporates security plan requirements as a condition of the license.
Future changes which do not decrease the effectiveness of your plan do not require prior f1RC approval but should continue to be reported as provided in 10 CFR 550.54(p).
Changes which do require prior flRC approval should be identified as license amendment requests.
The dccoments comprising the currently Uproved security plan for the MURR and our evaluation findings have been placed in the Comission's files.
Pursuant to 10 CFR Part 2.790(d), this information is being withheld from public disclosure.
