Description - The contractor will be required to define the statistical, technical, and administrative streng*.hs and constraints which are inherent in the conduct of epidemiologic studies on subjects exposed to low-level ionizing radi-ation.

The contractor will also be r1 quired to examine the overall value and likelihood of scientific merit of such epidemiologic investigations in light of the aforementioned strengths and constraints.

.The NRC Director of Security was invited to the Department of Ener;j's Safeguards and Security Directors Conference on January 31, 1979. He gave a p esentation on the NRC Security Program.

Representatives from the Division of Sucurity and other interested NRC offices attended an Information Security Over-sight Office Symposium on Executive Order 12065 on January 31, 1979. Some interpretations and applications of the new order and its implementing directive were presented.

0FFICE OF NUCLEAR REACTOR REGULATION HEEKLY ITEMS OF INTEREST (Week Ending February 2, 1979)

Indian Point Unit 2 The basic staff. reevaluation of the Indian Point 2 fire p~rotection has been issued with no unresolved items. The license has be'en appro-priately conditioned to require certain additional plant modifications to be made as soon as possible.

Kewaunee On January 25, 1979, the Atomic Safety and Licensing Board established the date of March 13, 1979, for the start of a full evidentiary hearing on the increase in spent fuel storage capacity at Kewaunee:

Nuclear Power Plant.

Parties to the proceeding, including the licensee, the NRC staff, the State of Wisconsin and the intervenors are currently engaged in informal discussions relative to develop-ment and execution of a settlement agreement prior to the schedule date for initiation of the hearing.

Millstone 1 The Millstone 1 I&E site representative reported on January 26, 1979, a stuck nearly fully withdrawn control red near the core per phery but within the high power region. The licensee determined from GE calcula-tions that the technical specification 0.33% reactivity shutdown margin with the most reactive control rod withdrawn could not be satisfied.

. A power descent from 100% of rated power was initiated such that the plant would be in a shutdown condition within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> (about 9:00 AM 1/27/79) as required by the technical specification. Normal drive forces and the full 6000 psi hydraulic scram pressure (suggested by GE) failed to dislodge the stuck control rod.

General Electric was informed of the stuck rod condition after it occurred at 10:07 PM on January 25, 1979.

Following calculations on January 26, 1979, which showed that shutdown reactivity requirements could not be met with the control rod stuck out and fully withdrawal of the control rod of highest reactivity worth, GE recommended that the four symmetrical control rods, including the most react've rod which GE has determined is adjacent to the stuck control rod be fully inserted. GE has provided an analysis to show that the reactivity shutdown margin for the remainder of the fuel cycle (about 2-1/2 months) are ample.

' Millstone 1 (Continued)

The licensee accepted the GE reconnendation. The on-site safety review committee reviewed and approved the action. The power descent was stopped. The plant at the present time (1/30/79) is at 100% power level with 4 control rods near the center of the core inserted to position 24.

Because of core reactivity considerations related to fuel depletion and the April 4,1979 scheduled refueling outage it may be necessary' to withdraw the 3 control rods symmetrical to the fully inserted control rods. GE believes that in a few weeks this special rod configuration can be abandoned because the reactivity.

' shutdown margin will be ample with a normal. control red configuration.

Pressure traces and past experience with control rod collet housing crackina have led GE to conclude that there is no collet cracking but a GE representative flew to the Millstone site and confirmed this conclusion.

Open Meeting 1. Oswego, New York Regarding the Proposed Installation of a Raawaste Volume Reduction System On January 30, 1979 the NRR (DOR and DSE) staff held an infonnal technical meeting with Niagara Mohawk Power Corporation at Oswego, New York in accordance with the June,1978 Federal Register Notice on Open Meetings.

The subject of the meeting was the proposed installation of a Radwaste

Volume Reduction System at the Nine Mile Point Unit 1 Nuclear Plart.

Conducting the meeting in the locale of the Nine Mile site afforded the public an opportunity to observe staff / licensee discussion and subsequently to ask questions af the staff. Representatives of the State of New Ycrk and Oswego County made statements. The audience during technical discussions with the licensee varied from 20 to 40 and was over 200 for the 3 hour3.472222e-5 days <br />8.333333e-4 hours <br />4.960317e-6 weeks <br />1.1415e-6 months <br /> question period with the NRC staff.

Public Affairs and State Liaison representatives from Region I assisted the NRR staff. The meeting resulted in local newspaper and TV coverage and was filmed by the ABC 20/20 program crew.

The amendment conditions the CP to require the Public Service Electric

& Gas Company to notify the staff promptly of any changes in LNG traffic in the area of the plant site.

She was told there is about 300 milligrams of thorium in a mantle; NRC regulations do not

NRC/ EPA Meeting on Needs and Capabilities of the Two Agencies in Radiation Health Area On January 29, 1979, representatives of EPA and an outside contractor hired by EPA, met with Hal Peterson of the Radiological Health Standards Branch to discuss and outline the fomat for the joint NRC/ EPA report to Congress on the needs and capabilities of the two agencies in the area of radiation health effects infomation.

This report is required by April 1,1979 as specified by Section 5 of the NRC FY '79 authorization bill (P. L.95-601).

OFFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS Items of Interest Week Ending February 2,1979 Radon Releasds from Uranium Minino Reports were receivea from Battelle Pacific Northwest Laboratories on their measurements of radon releases at underground uranium mincs in New Mexico and open pit mines in Wyoming. After NRC revie':., the reports will be issued as NUREG reports and will provide much of the technical data base for developing a new radon-222 environmental impact estimate for Table S-3.

US/IAEA Safeauards Aareement The Safeguards Agreement Implementatien Group (SAIG) established to coordinate all staff activities neces!,ary to implement IAEA safeguards in licensed facilities under the US/IAEA Safeguards Agreement held its initial meeting on January.25,1979.

Current activities under consideration by SAIG include, (1) the preparation of a staff paper presenting revisions to the proposed implementing rules, (2) evaluation of costs, (3) revisions to the eligible facility list, (4) development of model facility attachments, and (5) the development of instructions to licensees for the preparation of installation design information.

PNO-79-13 'Bryn Mawr Hospital, Bryn "awr, PA "issing Package Containing 25 Millicuries of Iodine-131 - Two therapeutic cap-sules of la millicuries each iodine 131 were delivered, signed for and stored at 3:30 a.m. on January 25, 1979. A few hours

. later, the Nuclear Medicine Department found they were missing and a search did not locate the capsules.

The cackage containing the capsules subsequently turned uo anonymously in the Nuclear Medicine Department.

PNO-79-14 Srowns Ferry Units 1, 2 & 3 - Potential Flooding of Critical Equipment - The failure of two ground water dewatering pumps resulted in water accumulation in the Unit 1 reactor building.

The two pumps were repaired and the systen has resumed normai operation.

PNO-79-15 Home Transportation Co., Marietta, Georgia - Trans-portation Accident Involving Low Level Waste - A truck with 46 frums of low level radicactive was-te overturned on I-2a near Chattonooga, Tennessee on January 28, 1979. No radioactive wastes were released. The highway was reopened after the drums were loaded on a replacement truck.

PNC-79-16 Duane Arnold -- Possible Plugged Recirculaticn Inlet.

Riser - The licensee reported that during a surveillance test to demonstrate jet pump flows, no ficw was observed in two jet pum:s associated with the "B" recircualtion inlet riser.

All accearances are that the riser.is clugged by an object that was left in the line during the recent repair of the nozzles. The licensee is reviewing techniques to determine what is in the line and how to get it out.

PN0-79-17 Indiana University - Purdue, Indianacolis, IN - Lost or Stolen 10 Millicuries Iodine 125 Shipment - A shipment of icdine-125 in solution was received at 5:30 p.m. on January 25 and discovered missing on January 29.

A search failed to locate the package. The licensee made a press release to alert people of the danger of the package contents.

Personnel from Regicn III (Chicago) are investi-gating the matter.

.PN0-79-19 H & H X-Ray Service, West Monroe, Louisiana - Lost or Stolen Sealed Radiation Source - Licensee personnel discovered a 41-curie iridium-192 source missing when they arrived at a job site near Yukon, Oklahoma on February 1,1979. The sealed source was contained in a shielded camera which was stored in a 14-inch

. Pipe tha.t was welded to the steel bed of a ccmoany truck. The

comoany has not been authorized by NRC to operate in Oklahoma.

Efforts are underway to locate the source.

PNS-79-06 General Atomic Co., San Diego, CA - Export Shipment of Highly Enriched Uranium to Romania - The high enriched uranium shipment to Romania from General Atomic Co. on December 16, 1978, was inspected by the IAEA on January 5,1979 in Rcmania. The IAEA verified that the shipment contents were intact. Subsequently, on January 26, the NRC was informed that one of the shipment seals was found broken when it arrived in Romania.

An examination of the seal wire indicated that it broke within the seal button. The seal number of another seal had been incorrectly transmitted by t'he NRC.

A check of. NRC records for seal application verified that the seal, as arrived in Romania, das the correct sesl.

.found and none exploded.

j. P.NS-79-08 Duane Arnold - Release of Anonymous Threat Letter to the Local News Media - On January 31, 1979, Iowa Electric Light and Power Co. released to the local news media the contents of a threat letter addressed to the Chairman of the Board on November 20, 1978.

According to the u'tility, the information was made public at this time because of questions raised by a' newspacer recorter con-cerning the possibility of sabotage in connection with the recent jet pump riser flow blockage problem at the Ouane Arnold facility (PNO-79-16).

The utility has told the press tnat, while there is no evidence pointing to sabotage at this time, they have not ruled out this possibility.

OFFICE OF THE EXECUTIVE LEGAL DIRECTOR ITEMS OF INTEREST FOR THE WEEK ENDING FEBRUARY 2,1979 Trojan Nuclear Plant (Control Building)

On da'nuary 30, 1979, the Appeal Board denied the petitions of the Coalition for Safe Power and the Columbia Environmental Council for a stay of the Licensing Board's Partial Initial Decision of December 21, 1978 which authorized operation of the Trojan facility pending modifications to the control building to correct design deficiencies. The Appeal Board found that petitioners had made no showing at all of Licensing Board error and that they failed to come close to providing a sufficient justification for a stay.

Midland Plant, Units 1 and 2 (Special Proceeding)

On February 2,1979, the Commission approved a Motion and Stipulation in this special proceeding, concerning disciplinary matters (alleged attorney misconduct) which had been entered into by counsel for each party and forwarded to the Commission by the Special ASLB. The settlement insofar as is possible places all parties and the record in the-position they would have been if charges had not been brought in the special proceeding. As provided in the Stipulation, and approved. by the Commission, all misconduct charges are withdrawn and the proceeding is terminated.

One of the parties had sought, as an original condition of entering into the Stipulation, that the Commis-sion pay him actual out-of-pocket expenses (not in excess of a stated amount).

However, this term was withdrawn by that party after receipt by the Commission of an opinion from the Comptroller General which stated that there was no basis on which the NRC can reimburse a p~rivate attorney for out if-pocket expenses in connection with the special proceeding.

ITEtiS OF INTEREST OFFICE OF INTERNATIONAL PROGRAMS WEEK ENDING FEBRUARY 2, 1979 INTE3J1ATIONAL COOPERATION Negotiations with Commissariat a l'Energie Atomicue Representatives of RES, IP and ELD met with Mr. Andre Senmitt, CEA, and Mr. Pierre Zaleski, Science Counselor of the French Embassy, on January 31, in Silver Spring. The purpose of the meeting was to continue negotia-tions to conclude a research information exchange arrangement between CEA and,NRC in the area of fast breeder reactor safety.

Plans were.

tentatively set to continue negotiations at a subsequent meeting to be held in Silver Spring on February 15.

Pacer en Nonproliferation Lancuage in NRC International Agreements IP has obtained agreement within the i4RC staff, the Department of State, and ACDA on thw text of a Commission paper considering the need for the incorporatit, of specific nonproliferation language in NRC's inter-national agreements. This action paper was sent to the EDO February 1.

Argentine Response IP has prepared and.sent f'or Department of State dispatch an airgram attaching the letter to Mr. Abel Gonzalez of the Argentine National Atomic Energy Commission, as revised and approved by the Comnission February 1.

Foreign V'isits The January 24 NRC appointment for Mr. Aoyama, of the Japan Technoeconomics Society, and Mr. Kuji of the Nippon Research Center of Japan was cancelled.

Mr. E.C. Stokes, Principal Systems Planning Engineer and Dr. J.P. James, Principal Projects Planning Engineer, of the State Electricity Commission of Vic.toria, Australia met on Janury 26 with NRC and NMSS staff members for discussions on licensing criteria and regulatory procedures concerning spent fuel handling, storage and disposal.'

Mr. Frank Hetzler, Mr. Erland Tenerz and Mr. Ove Hofstrom of the Swedish ASEA-Atom met on January 29 with staff members of the Reactor Safety Branch, DOR, for discussion of licensing procedures for reload BWR fuel deli.eries from Sweden to the U.S.

EXPORT / IMPORT AND INTERNATIONAL SAFEGUARDS EURATOM Comconent Assurances.

The State Department has received official assurances from EURATOM that U.S. nuclear components exported to EURATOM will not be retransferred outside of the European Community without U.S. approval.

These assurances are required by the Nuclear Nonproliferation Act of 1978.

Receipt of the assurances clears the way for NRC to begin issuing nuclear component export licenses for EURATOM countries.

Revisions to Export Licensing Requirements for Unimportant Quar.tities of' Nuclear Materials The Executive Branch has given final approval to NRC's proposed rul_emaking to revise export licensing requirements for unimportant quantities of nuclear material.

IP and ELD will now finalize a Commission Action paper recommending that the proposed revision be approved and published in the Federal Register as a final rule.

OFFICE OF STATE PROGRAMS ITEMS OF INTEREST WEEK ENDING FEBRUARY 2, 1979 Emercencv Precaredness Representatives of State Programs, SD, NMSS, IE and ELD met with representatives of the Electric Utilities Companies' Nuclear Transportation Group to discuss issues relating to emergency planning and response to transportation accidents involving radioactive materials.

State Acreements A course on Medical Use of Radionuclides for S tate regulatory personnel will be given at the Baylor University School of Medicine in Houston, February 5-9, 1979.

This will be a cooperative program with 11 State personnel and 9 NRC-IE personnel attending.

The South Carolina radiation control program will be reviewed during the week of February 12, 1979.

The Assistant Director for State Agreements will present a paper "A Historical Review of Federal / State Roles in Regulating Commercial Low Level Waste Burial Grounds" on February 14, 1979, at the Midyear Topical Symposium of the Health Physics Society in Williamsburg, Virginia.

Frank Young attended an assembly sponsored by the Coastal State Organization in Fredericksburg, Va.,

Coastal Zone Management issues were debated and a report prepared and adopted to send to Congressional Committees.

Representatives of State Coastal Zcne Management offices, industry, other Federal agencies, and public interest groups were present.

On January 30, 1979, Tom Elsasser attended the technical information meeting held by NRR with Niagara Mohawk concerning the proposed radwaste volume reduction system at Nine Mile Point Unit 1.

NRC Annual Report Provided page proofs of the entire 1978 Annual Report text, including an interim table of contents,to the Office of Congressional Aff airs on January 31, 1979. OCA furnished copies informally to the three Congressional subcommittees exercising budget authorization jurisdiction over NRC on February 1.

Priefino Notebooks Prepared Briefing Notebooks for the Commission and the ED0 on February 1 for use in authorization hearings.

NRR Project Manager Reoort Completed development of an automated reporting process for DPM that will track resources expended during licensing review (Q1, SER, etc) by organization. This will give NRR managers the capability to compare wor.k schedules with actual efforts by project and individual. On a broader scale, this type of information will be very useful in developing and in implementing the decision unit tracking system that will contrast planned wi.th actual expenditures and accomplishments.

Survey of Uses of WASH-1400 Sent Commission paper to EDO summarizing staff views on the survey of the uses of WASH-1400.

State Programs Radiological Emergency Resconse Precaredness (RERP) Report Completed development of a special report for State Programs which will provide the Office of State Programs and other advisory committees on the status of the Radiological Emergency Response Preparedness program.
