$SMUD SACRAMENTO MUNICIPAL UTIL.T.' DISTRICT O 6201 S Street, Box 15830, Sacramento, California 95813; (916) 452-3211 February 27, 1979 Director of Nuclear Reactor Regulations Attention:

Mr. Brian K. Grimes Assistant Director for Engineering and Projects Division of Operating Reactors U. S. Nuclear Regulatory Commission Washington, D. C.

20555 Docket No. 50-312 Rancho Seco Nuclear Generating Station Unit No. 1

Subject:

Radiological Effluent Technical Specifications Gentlemen:

Your letter of November 15, 1978, requested that our Technical Specifications be revised to include the regulrements of NUREG-0472. The enclosed schedule allowed the District 120 days to comply with your request.

We are revising our Technical Specifications to your standard, but because of the interfacing problems we find that we are behind your schedule.

Rancho Seco does not have the Standard Technical Specifications, ouc radiological effluent limits are in Appendix B and we find that both sections need to be extensively rewritten.

Some sections of the Technical Sepcifications are complete at this time, but to complete the Offsite Dose Calculation Manual to inc7.ude equatiens for dose calculations, setpoint determinations and meteoro-logical dispersion factors additional submittal time is necessary.

The District has combined efforts with NUS Corporation to make a sub-mittal by May 15, 1979. We hope that this will be agreeable to you and your staff.

Sincerely,

!)< b [bbud A
