SUMMARY

OF SEPTEMBER 26, 1978 MEETING TO DISCUSS THE ADDITIONAL REVIEW EFFORT FOR THE RESAR-414 INTEGRATED PROTECTION SYSTEM A meeting was held with representatives of Westinghouse and members of the staff on September 26, 1978 in Bethesda, Maryland. The purposes of the meeting were to brief the staff on the preliminary conclusions regarding the defense-in-depth assessment of RESAR-414; to obtain in-put from the staff regarding the development of guidelines for assess-ing the IPS's defense-in-depth; to discuss with Westinghouse the preliminary conclusions of the review effort to date; and to obtain Westinghouse's comments on the staff's positions and possible solutions.

The attendees are listed on Enclosure 1.

The meeting notice is included as Enclosure 2.

A meeting was first held with members of the staff. The core group presented the results of the extended review effort. The general defense-in-depth guidelines were described and discussed. The bases for the guidelines were explained. The " block" approach which was being developed to review and evaluate the IPS with respect to these guidelines was also described. The criteria being developed for various types of blocks, the signals interconnecting blocks and the method for failing a block e.nd evaluating the effect of the loss of its output signal were reviewed. The core group stated that this approach had been selected to simplify the evaluation and to preclude the need to review the IPS design in detail and postulate specific failure mechanisms. The verification and validation concept was described and its potential for adding to the reliability of the IPS software was described. Clarification and additional details regarding the defense in depth guidelines, block criteria and review approach were noted in response to staff comments.

R. M. Satterfield Following the meeting with the staff, the core group presented the results of the extended review effort, with the additional staff comments, to Westinghouse. Westinghouse noted points in the staff's presentation where they would require additional detail and clarifica-tion. These areas were (1) clarification of diverse signals versus diverse sensors; (2) clearer definition of different types of " blocks" based on measurement functions and calculated functions; (3) more definitive rules for the effects of a block failure on other blocks; and (4) clarification of acceptance criteria with respect to allowable limits of 10 CFR 100. Westinghouse also provided additional infonna-tion regarding the operation and role of the signal selector in the IPS. Westinghouse stated their view that, provided measured and cal-culated function blocks are allowed and acceptance criteria are based on par *.100, the IPS would probably meet the defense-in-depth guidelines.

The core group agreed to evaluate Westinghouse's coments. Westinghouse agreed to provide additional ccments and clarifications on the defense-in-depth guidelines by September 29. After receiving and evaluating Westinghouse's comments, a meeting will be arranged to review the results of the defense-in-depth evaluation of the IPS prior to issuing the final report.

1:00 - 4:30: To discuss with Westinghouse the pre-liminary conclusions of the review effort and to present for comment, positions and possible solutions regarding concerns raised by the staff.
