6.0 EMERGENCY ME.1SURES 6.1 EVENT RESPONSE 6.1.1 General In all areas (e.g., 3000, 300, etc.) the actual order of

Response

responses by the Pl4L Emergency Organization to events that occur without advance warning is basically the same:

1.

Evacuate 2.

Notify emergency response personnel 3.

Account for personnel and render aid as needed 4.

Rescue missing personnel from event site 5.

r :ght fires (usually done concurrently with #3 or #4) 6.

Determine release of hazardous materials-7.

Isolate the source of the emergency 8.

Designate an emergency exclusion zorse 9.

Establish controls.

Nat all of these measures may be necessary to control an event. While the responses are shown sequentially, two or more may in fact be carried out simultaneously.

Threats of bombing or sabotage, as noted in Section 6.1.2, are the only emergency events for which the response is somewhat different from that outlined above.

Any emergency classified as a Site or General Emergency (as defined in Section 4.0) will require, as a minimum, activation of the 300 and 3000 Area Emergency Control Centers (ECCs).

In addition to activation of the ECCs, if PNL is the event contractor, the Patrol Operations Center (P0C) should also be re Based on the emergency, quested to close the Hanford Site.

6.1.2 Response To Bomb Threats Telephone Threats A staff member who receives a direct telephone threat should follow this procedure:

Pay particular attention to information about the location and detonation time of the bomb.

Two alternate procedures are also available for persons needing assistance: A message can be transmitted directly to the portable pager carried by the Exposure Evaluator on duty by dialing 85-618 from any Hanford telephone extension (note: no prefix necessary). Be sure to include your name and telephone number so that the message can be verified and the call returned. The Hanford Patrol Operations Center (P0C) (373-3800 or 373-3801) maintains a call list for the Exposure Evaluatcr on duty and can achieve contact using telephone, portable pager, or radio (P-86). Information can be relayed to the Exposure Evaluator by the PDC.
