Management Meeting This letter refers to the management meeting held at your request in the NRC Region I office on June 30, 1983. A list of attendees is enclosed (Enclosure 1).

Your stated purpose for the meeting was to meet me, as the new Regional Administrator, tnd to explain recent changes in your organizational structure to Regional managenent. I &derstand this was the subject of a let?.er of June 10, 1983, frcm Mr. H. Dieckamp to NRC Chairman Palladino and a June 27, 1983 revision (Enclosure 2) of a presentation which was made on June 20, 1983 to Mr. H. Denton, Director, Office of Nuclear Reactor Regulation - NRC, his staff and interested parties in the TMI-1 Restart proceedings.

This meeting provided me an opportunity to generally learn the history of the General Public Utilities Corporation. Other matters discussed at our meeting included: the recent refocusing of responsibilities within the GPU Nuclear Corporation (GPUN) Office of the President; increases in GPUN resi,rces and GPUN initiatives since the THI-2 accident; and post-TMI-2 accident hardware changes at THI-1 and NRC requirements.

In your letter of June 2 to Q1 airman Palladino, you expressed concern about a nual:er of issues relatirg to the restart of 'IMI-l and stated smcifically:

"I would find it particularly inappropriate for the Camnission to take such action prior to hearirg this Cc=norwealth's appeal on the operator cheatirg issue."

We had been hopeful that this matter would have been resolved by the appeal processes by this tim. Since it is not, we have undertaken a review of the actiors that we can take to resolve this issue and to pro /ide assurances with respect to other issues. We want to inform you of the follcwire com:ni trents on the part of tN Ccrpany with respeet to the three remainirg outstandirg issu2s on which the Common <calth filed exceptions wi th the Ataric Safety and Licensire Appeals Board on August 20, 1982.

1) 'Ihe Ccepany will not utilize anyone to cycrate 'n41-1 who was fourd by tM AMA to have cheated on an NRC admirustered licensirg exam or on a conpany adrdnistered trainire exam (Mr.H.).

2) The Ccmputy will not utilize Mr. DD (whcse attitude was criticized by the ASLB) to operate 'IMI-l or to train operatirg license holders er trainees.
3) 'Ibe Company will direct the ASLB mardated trainirg audit to specifically evaluate Mr. DD's performance as an ins tructor ard the Ccepany will comply with the findirgs in a tirely and appropriate mancer. Prior to the audit the Ccepany will continue to moni tor Mr. DD's performance and assign work consistent with that performance.

We telieve that these carritments rencue the concerrs that are the subject of the Ccraorwealth's appeal before the Atcrric Safety and Licensirg Appaal Ebard.

We will be inforrirg the NRC, with a copy to you, of addi tional ecxaitrents that we will also be completire prior to restart so as to prcuide additional assurance regardire protection of public health and safety ard a furtler basis for confidence in the integrity of the management ard staff which will be iruolved in the cp2 ration of 'IMI-1.

1983, stated that, "the Commonwealth will not support the restart of TMI-l until i t receives adequate assurances from the Commi s si on that the management of GPU Nuclear Corporation is willing and able to operate the plant in a safe and compe tent manner".

We have again evaluated the present GPU Nuclear organi zation to reassure ourselves and to provide a basis for the confidence of others that any inappropri ate a t ti tudes or practices of the pas t have not been carried forward and will not mani fest themselves in GPU Nuclear.

We retain confidence i n the capabili ty and integri ty of the GPU Nuclear organi zation and personnel. The basis is further evidenced by the i n-depth assessment conducted by the Licensing Board, as well as by independent measurements by i ndus try's INPO, NRC's SALP and other i nspections and by Li censee 's cwn consultants.

. at the time of the accident. No member of Me tEd 's /TMI senior management is now i nv olved wi th TMI. Four levels of management, the Me tEd preside nt, vice-president, s tati on manager, and both uni t managers responsible for TMI at the ti me of the accident are not wi th GPU Nucle ar. The senior management responsible f or ope ra tion of TMI-l today is dramatically. di f ferent than that which exis ted at the time of the accident.

In s tructuring GPU Nuclear we have provided dedicated on si te pe rs onne l for each of the ge ne r ating s t.ati ons wi th a highly experi-enced senior manager on si te. We have provided experienced managers and s taf f for a number of centrali zed support f unc ti ons such as e ngineeri ng, health physics, quali ty a ss urance, tr ai ni ng,

mai nte nance, and construction in order to e f fectively support the s tation management. Addi ti onally, the organi zational s tructure was specifically designed to provide inherent checks and balances. GPU Nuclear, its operati onal philos ophy, i ts senior managers, and numerous other key personnel wi thi n the organi zation were reviewed in depth and endorsed by the ASLB.

Over one hundred i ndividuals,

i ncludi ng top managers, appeared before that board in public he ari ngs.

A broad look at the eleme n ts of GPU Nuclear which will be i nv olve d in the operation of TMI-l reveals that the organi zati on, dow n through two levels of management below the GPU Nuclear vice presidents, encompassing 86 s uch posi tions, con tai ns 16 individuals that were wi th Me tEd prior to the acci de n t. Of the balance, 30 are new employees since the accident and the remaining 40 come fro-other components of the GPU Sys tem. The executive v.p.

of GPU Nuclear and the vice president directly responsible for TMI-l si te ope r a ti ons are new.

, At the ti me of res tart we expecc to utili ce 38 currently licensed operators for TMI-1; 25 are newly licensed si nce the acci de n t.

Out of the remaining 13 that were licensed at the ti me of the acci de nt,

10 are assigned to shi f t activi ties. These operators need to be viewed as a source of experience for the safe opera ti on of TMI-1.

Thei r prospective perf ormance mus t also be assessed in light of (1) the fact tha t all have been licensed under the new tes ting cri teri a, (2) the ability of GPUN to provide 6 shi f t cov e rage for TMI-l which provi de s one shift out of six for t rai ni ng, (3) the presence of shift te chni cal advisors, and (4) signi ficantly improved procedures.

As f urther ass urcnce :

1) We will, pri or to restart, reassign personnel such that no TMI-2 licensed operator will operate TMI-l (except for the manager of operations who was licensed on Uni t 2 but who was evaluated in depth and speci fically endorsed by the ASLB), and
2) We will, pri or to res tar t, add full ti me on shi f t operational quali ty ass urance coverage by degreed engineers until the ope n i s s ue s are re s olv e d. We would defer to the NRC should i t wish to provide full time on shi f t resident inspector coverage of TMI-l ope r a ti ons.

The balance of the TMI-l si te s taf f i n engi neeri ng, mai nte nance, and supervisory roles contains numerous individuals wi th prior experience i n the ope rati on of TMI-1, experience which is important to the safe operati on of TMI-1.

The prospective performance of the current TMI-l si te s taf f mus t be assessed in light of (1) the evaluation by the ASLB, (2) the NRC's Jan. 1983 SALP and (3) the mos t recent i nspe c ti on 50-289/83-10 which found very f avorable results in the pervasive management areas of procedures, adherence, di s ci pli ne, and atti tude toward s a fe ty.

In a letter to Governor Thornburgh we have commi t ted to the a c ti ons which we think necessary to satisfy the issues under appeal by the Commonweal th of Pennsylvani a.
