REVIEW OF PROPOSED REGULATDRY. GUIDE 1.145, " ATMOSPHERIC DISPERSION MODELS FOR POTENTIAL ACCIDENT CONSEQUENCE ASSESSMENTS AT NUCLEAR POWER PLANTS." REVISIOM 1 In response to your memorandum dated Novmber 4,1980, we have reviewed the subject document. Our detailed coments are included in the enclosed marked-up copy of the guide. The majority of the coments were made for increased clarity and accuracy. Hcwever, we still do not agree that the reference +4 emergency plans should be included. We emphasize that the procedures described in this guide may not be appmpriate for mergency planning on a generic basis.
No procedures or techniques involving use of this guide for emergency plans have been developed or are under consideration. Reference to emergency plans in this guide may imply that these models and procedures are app 11 cable to emergency plans. These models are not necessarily in compliance with the guidance in Appendix 2 of NUREG-0654, ' Criteria for Preparation and Evaluation of Radiological tsergency Response Plans and Preparedaess in Support of Nuclear Power Plants."
Before this guide is issued, the supporting Nr, REG discussed in your memorandum to D. Ross, dated Ap;ust 8,1980, should be prepared. As you pointed out in that memorandum, a comitment to have the R" REG available, before the. guide is issued, was made by NRR to the ACRS at 'ts January 5,1979 meeting. I understand that your staff is attempting *m have this MUREG prepared by a local consul tant.
