Dear Dr. Fess:

Per your request, I have enclosed a copy of a memo to files which outlines the basis for the proposed fee schedule for tailings license reviews which appeared in the Federal _ Register _ on August 24,1979 (44 FR 50015).

In general, fees for licensing mill tailings alone are based on staff experience in licensing source material operations including tailings disposal activities.

The fraction of our licensing efforts devoted to mill tailings waste and the existing justification for the source material fee schedule were con-sidered in estimating these fees.

I have also enclosed some recent resource estimates for reviews associated with individual licensing actions. As you will notice, the resources and required level of effort reflected here is higher than that used for the proposed fee schedule.

Because we used the existing source material fee schedule as a basis for the tailings review fee schedule, we decided not to try to incorporate at this time our most recent resource estimates.

Efforts will be undertaken shortly to attempt to bring the entire fee schedule up to date.
