AFFIDAVIT OF RICHARD L. EMCH, JR.
I, Richard L. Emch, Jr., being duly sworn, state as follows:
I am employed by the Nuclear Regulatory Commission as a health physicist in the Environmental Evaluation Branch, Division of Operating Reactors, Office of Nuclear Reactor Regulation.
I am assigned to handle radiation protection concerns for operating nuclear reactors.
The Humboldt Bay Power Plant is currently in a cold shutdown mode and will be in that mode during the next sixty days. Even in a cold shutdown mode there is work in tha plant which must be performed to maintain the plant in a safe condition.
On November 1, 1979, I was provided with data on occupational exposure for Humboldt Bay for the years 1977-78 and an estimate for personnel ex-posure at the plant for the first eight nonths of 1979. Reply to Intervenor's Memorandum in Support of Answer in Opposition to Licensee's Motion to Hold Proceedings in Abeyance, dated October 31, 1979 and attachments thereto. On 1424
'56 7911290 bb the basis of this information, I project that the plant staff at Humboldt Bay will receive a collective dose equivalent of about five man-rems during the next sixty days in performing necessary maintenance work. The NRC pro-hibits, and I would not expect, the Licensee ta violate the 10 C.F.R. Part 20 occupational exposure limits at Humboldt Bay during the next sixty days.
I would characterize the health implications of five man-rems to the Humboldt Bay plant staff over the next sixty days as extremely small -- essentially none.
My estimate of five man-rems as the collective dose equivalent which the Humboldt Bay phnt staff will receive during the next sixty days is based on the following analysis. During the first eight months of 1979, 23 man-rems of collective dose equivalent were received by workers at Humboldt Bay according to the Licensee's Reply to Intervenors' Memorandum.
I was advised by Mr. Al Medcrlf, Licensee's Licensing Representative, during a phone con-versation on this date that, during the next sixty days, work similar to that performed in the first eight months will be performed at the plant.
Therefore, I would not expect workers to receive doses at a significantly greater rate during the next sixty days or an estimated eight man-rem.

Furthermore, I have also reviewed the semi-annual effluent report from Humboldt Bay for the first half of 1979. Based on that review and the 1 424 157 expectation that similar activities will be carried out at the plant over the next sixty days, I conclude that the radiological impact due to effluents from Humboldt Bay on the surrounding public in the next sixty days will be quite small -- essentially zero.

Professional Qualifications I am a member of the Environmental Evaluation Branch in the Division of Operating Reactors, Office of Nuclear Reactor Regulation, Nuclear Regulatory Commission. My responsibilities include the technical review and evalua-tion of radiation protection concerns for operating reactors.
I have over five years of experience in assessing occupational radiation exposure and exposure to the public from operation of nuclear power plants.
I was born on Scott Air Force Base, Illinois. My undergraduate study was done at Louisiana Tech University, Ruston, Louisiana, where I received the B.S. degree in Applied Physics in 1973. My graduate study was done at Georgia Institute of Technology, Atlanta, Georgia, where I received the M.S. degree in Applied Nuclear Science. My studies at Georgia Tech were concentrated in radiation protection.
In September, 1974, I accepted a position with the then U.S. Atomic Energy Comission.
I have been with the AEC/NRC since that time.
