An extensive levee system has been constructed to protect the plant from Susquehanna River floods. The integrity of this system is highly dependent on periodic maintanance, particularly whenever any facet has been subject to high water. The protection has not been designed to prevent water from backing up to najor plant structures during infre-quent floods. An emergency plan is to be instituted, however, for T

these infrequent events to waterproof safety related facilities.

The cooling water intaka structure is susceptible to silting from the Susquehanaa. It is necessary that the river in front of the structuru be inspected periodically and dredging be undertaken when sediment deposits acetstulate to prevent the blockage of the intake.

i The applicant has discussed the above extensively in the FSAR in sections 2.6.5 med 2.6.3, respectively. It is suggested that the list ef facilities to be protected and the operational procedures and actions (section 2.6.5) and the last paragraph of section 2.6.3 be included as a separate section of the technical specifications to help assure the safety of the plant against floods through appropriate inspection and reporting practices.
