In their telegram they addressed their concern with maintaisias safety at the Mree Mila Island nuclear p7mts during " incredible events" such as the recent disastrous flood in the Harrisburg, Femasylvania area. Specifically, they stated the possibility that danese to the auxiliary power supply and spent fuel facilities arising free the flood could hem subjected the entire astropolitan arms to radiation hazards.

N adequacy of the Bree Mila Island site with respect to flood-ing was evalustad thoroughly during our review of the application for a construction permit. Our review comeladed that floods of the severity that warm reonatly experienced were credible events for which the nroe Mile Island nuclear plants should be pro-teeted. Herefore, the Atomic gaargy Commission (Commission) required the construction of a laves to protect vital equipment and structures from the effects of severe flooding.

In fact, if these units had been is service they could have provided electrical power throughout the period of crisis.

A Honorable Richard S. Schweiker At the time of the flood a large portion of the lavse had been constructed, but because it was not entirely coup 1sted, some water entered the three Mile Island sita resulting in localised flooding of the construction area. This situation presented no safety hasard to the surrounding populatica. In keeping with its responsibility to protect the health and safety of the general public, the Commission will require complation of the entire lavea prior to issuing a license for operatica of the three Mile Island reactor plants.
